Hounslow Local Safeguarding Children Board

Terms of Reference

1.1 The core duty of the Hounslow Safeguarding Children Board (HSCB) is to ensure that there are adequate arrangements in place across agencies to protect children from harm. Though the HSCB provides leadership in ensuring that children are protected and their welfare is promoted, safeguarding children is the responsibility of all those working with or coming into contact with children.

1.2 The HSCB was established in April 2006 in accordance with the requirements of the Children Act 2004, and in line with the statutory guidance contained in Working Together to Safeguard Children 2006.

1.3 Safeguarding and promoting the welfare of children are defined for the purposes of Board as:

  • Protecting children from maltreatment;
  • Preventing impairment of children’s health or development;
  • Ensuring that children are growing up in circumstances consistent with the provision of safe and effective care.

2. PURPOSE

2.1 The HSCB is the key statutory mechanism for agreeing how the relevant organisations will co-operate to safeguard and promote the welfare of children in the area, and for ensuring the effectiveness of what they do.

3. TERMS OF REFERENCE

3.1 Monitoring the effectiveness of organisations’ implementation of their duties under section 11 of the Children Act 2004.

3.2 Ensure that information is available to children to know who they can contact when they have concerns about their own safety and welfare.

3.3 Developing policies and procedures for safeguarding and promoting the welfare of children in the area of the authority.

3.4 Develop and implement strategies to safeguard and promote the welfare of groups of children who are potentially more vulnerable than the general population, for example children living away from home, children who have run away from home, or children with disabilities.

3.5 Ensure that systems are in place to identify and support the safety and welfare of children who are privately fostered.

3.6 Develop and implement a training strategy to meet the training needs of staff across all agencies to work effectively together to safeguard and promote the welfare of child who may be at risk of significant harm.

3.7 Develop standards for the recruitment and supervision of persons who work with children and monitor their implementation and compliance.

3.8 Ensure that systems are in place for all agencies for the investigation of allegations of breaches of safeguarding practices concerning persons working with children and monitor compliance with the procedures.

3.9 Ensure that there are arrangements in place for all deaths of children in Hounslow to be reviewed.

3.10 Undertake serious case reviews as required by Working Together to Safeguard Children.

3.11 Establish means of communication with the communities in Hounslow to ensure that issues of safeguarding are understood by all communities and to provide the opportunity for those communities’ issues to be addressed by the HCSB.

3.12 Monitor and evaluate the effectiveness of what is done by the Local Authority and board partners individually and collectively to safeguard and promote the welfare of children and advise them on ways to improve.

3.13 Participate in the local planning and commissioning of children’s services to ensure that they take safeguarding and promoting the welfare of children into account.

3.14 To prepare an annual report for the Youth Justice Board on the use of restraint in Feltham YOI.

3.15 To prepare an annual report of the Board.

3.16 Formally receive reports from the Sub Groups
