Young Carers in Hounslow

Professionals Responsibilities to Young Carers

Support for young carers is governed by The Children and Families Act, and the Care Act (2014). These stipulate that all young carers under 18 have a right to a needs assessment by a local authority, with councils mandated to take ‘reasonable steps’ to identify those in their area with support needs. The Care Act also places a duty on NHS bodies to cooperate with local authorities in delivering duties including the identification of unmet needs.

‘A young carer becomes vulnerable when the level of care-giving and responsibility to the person in need of care become excessive or inappropriate for that child, risking impact on his or her emotional or physical well-being or educational achievement and life chances’

ADSS/ADCS memorandum of Understanding 2009

How to Make a Referral

The young carer’s pathway has been formulated between Children’s Social Care and Adults’ Services. It illustrates the process to be followed when a child or young person is identified as taking on caring responsibilities. The pathway brings together the joint working between Children’s and Adults’ Services to enable early identification of young carers and the assessment of their needs. It also enables a coordinated package of support, taking into consideration their caring role.
